Atlantic City has a reputation as a mob stronghold, a reputation it has long worked to distance itself from. In 1982, Michael Matthews was elected mayor, in part because of his pledge to keep the city clean of mob influences. What voters did not know was that he was already beholden to organized crime--over $150,000 dollars of dirty money had been donated to his campaign.

ATLANTIC CITY: THE MAYOR AND THE MOB chronicles how Matthews not only turned a blind eye to the actions of his primary supporters--Nicodemo "Little Nicky" Scarfo and Phillip "Crazy Phil" Leonetti--he joined them in shaking down others, concentrating on extorting money from city officials.

But things started to go bad for Matthews when he targeted two waterfront businesses that were really FBI fronts. For two years, agents recorded evidence of Matthews' improprieties, and charges were filed in 1983. But despite the case against him, it appeared that Matthews would walk until an associate turned on him.
