Engineers and politicians had been dreaming of a bridge across Lake Pontchartrain for decades before the first span was erected. While earlier plans had embraced such radical ideas as creating a string of artificial islands, developments in concrete technology in the mid-'50s made it possible to string a 24-mile ribbon of roadway across the water. Within a few years, traffic was heavy enough to warrant a second causeway. Today, with traffic at an all-time high, planners are considering adding a third bridge, and many proposals, some quite radical, are competing for the public's attention.
